To Make Footer Menu you need to create one first, for that
Navigate to : Dashboard -> Appearance -> Menus
Step 1 : Click on Create a new menu
Step 2 : Enter Menu Name, Select The Footer Menu Checkbox and Click on Create Menu Button.
Step 3 : Add Menu Items that you want to show in Footer Menu and finally click on Save Menu Button.
